Factors Influencing Willingness to Pay National Health Insurance Program Contributions for Informal Sector Workers in East Jakarta City in 2023

Introduction: Non-Wage Recipient Participants (PBPU) are participants who work outside employment relationships or general employment regulations. Participants in this segment can be defined as workers in the informal sector. The JKN membership or payment system for informal sector workers is not coercive and is based on personal awareness so that people have the choice to participate or not in JKN. Nationally, participant contribution arrears are highest among PBPU participants-independent workers (Rp. 5,654,930,976,944), which is 86.88% of the total contribution arrears. This research aimed to determine the factors that influence the willingness to pay.
Methods: The design used is descriptive with a quantitative approach with cross-sectional design, and data collection using a questionnaire of 100 respondents. Data were processed with SPSS Version 25 using univariate and bivariate analysis. The results were an influence of the number of family members, knowledge, history of disasters, and quality of health services on the willingness to pay behavior of informal sector workers in the city of East Jakarta in 2023.
Results: The results of bivariate analysis on knowledge, History of Catastrophic Illness, and Quality of Health Services are p-value = 0.000 (ρ < 0.05).
Discussion: Suggestions for BPJS are to carry out educational and promotional actions regarding the benefits of the JK-KIS program and carry out evaluations by conducting follow-up surveys and seeing the progress of adding participants who are willing to pay, another thing is to advise participants who are in arrears to choose a membership segment that suits financial capabilities. by lower membership class or become a PBI participant (Contribution Assistance Recipient).
