Analysis of Electronic Medical Record Implementation Readiness Based on Organizational Culture at Universitas Tanjungpura Hospital in Pontianak

Introduction: The issuance of Permenkes No. 24 Tahun 2022 requires all health facilities, including private practice health services, to use electronic medical records. The Indonesian Ministry of Health has given all health facilities until December 31, 2023, to migrate to the electronic medical record system. This is based on the understanding that organizational cultural factors can be important barriers or enablers in the implementation of electronic medical records. Some of the relevant cultural factors include the level of education, attitude towards change, collaboration between teams, level of communication, leader support, and culture of learning.
Methods: This study uses a type of quantitative research study with a descriptive approach. Quantitative research was conducted by distributing questionnaires to all employees who were directly related to filling or managing medical records.
Results: Conducting a readiness assessment before the implementation of electronic medical records is very important because it can help top management at Universitas Tanjungpura Hospital to prepare for success in implementation. From the user's answers, the results of the linear regression test show that in terms of organizational culture, the implementation of electronic medical records is quite ready, but what must be of full attention is the support of the leadership because it plays an active role in shaping an organizational culture that supports change and innovation.
Discussion: It is important to build an organizational culture that is open to innovation and change. This involves strengthening communication between leaders and staff, encouraging the sharing of ideas and feedback, and rewarding efforts to create positive change. Hospital leaders should be more actively involved and committed in supporting the implementation of electronic medical records. They can provide clear support and play an active role in shaping an organizational culture that supports change and innovation
