Effect of Standard Operating Procedure Dissemination on International Certificate of Vaccination Completion in 2023

Abstract

Introduction: Accurate International Certificate of Vaccination (ICV) completion helps establish clear evidence of vaccination for international travel. Objective: To assess changes in certificate completeness after dissemination of a standard operating procedure (SOP). Methods: A before–after analysis used 40 paired synthetic records and an intervention consisting of SOP explanation, worked examples, and a checklist. Complete forms were compared using the exact McNemar test. Results: Complete certificates increased from 18/40 (45.0%) before to 34/40 (85.0%) after dissemination. Among 40 paired records, 17 remained complete, one deteriorated, 17 improved, and five remained incomplete (p = .00014). Conclusion: SOP dissemination was followed by greater completeness in this synthetic dataset. The figures do not describe actual certificates and require confirmation in a field study that accounts for changes in practice over time.
